I think you had better write to the Jubilee Committee saying that this question has been reported upon by Generals Black and Gascoigne who are both so opposed to the proposed road from Kennedy Town on Military ground that I should not feel justified in approving of it.
It is to be regretted that General Black did not sooner convey his views, but possibly the question was not referred to him.
